Vintage 60's party dress hearts blue fit and flare medium tea dress 28 waist

This is a truly unique vintage handmade dress from the early 60's. Dress is a light blue heart print, not exactly sure what the material is made of but it feels like maybe a cotton-silk blend? Gorgeous fit-and-flare style with full skirt (would look super cute with a petticoat under it!) and short sleeves. Dress zips up the back. Dress is in good condition save for three very small rust marks, which would likely come out with an oxy-clean soak. Since it's handmade, no size listed but I would say a modern Medium or 6/8, please reference measurements below for more specifics.
